ALTUS AIR FORCE BASE, Okla. – Members of the official party, including the commander of Air Education and Training Command Gen. Robin Rand and 97th Air Mobility Wing Commander Col. Bill Spangenthal, break ground for new KC-46 Pegasus construction projects during a ceremony Aug. 7, 2014. In Southwest Oklahoma fashion, the group wore cowboy construction hats for the dig.
